The impact of the liberalist educational doctrine on the higher education in Russia

Problem and purpose. The paper deals with different views on the problem of recessionary processes in the Russian higher education. The authors consider the significant impact of the educational doctrine of neoliberalism to be a significant reason for the systemic crisis of the higher education in modern Russia. The purpose of the article is to analyse the main ideological postulates of neoliberalism that address education directly and turn it into an integral part of the global economy.

Materials and methods. The research materials are represented by scientific publications of Russian and foreign authors, including pedagogical and socio-political periodicals, conference materials, monographs, Internet resources. The following methods were used: source study, comparative description, comparative and linguistic analysis.

Research findings. The authors note the large-scale active penetration of neoliberal ideology into the sphere of education. Particular attention is paid to the analysis of attractiveness of “human capital” and “lifelong learning” ideologemes in neoliberal interpretation, which in fact turn out to be the mechanisms for devaluation of spiritual meaning of education and its commodification. The article presents critical arguments in respect of the strengthening neoliberal position present in the activities of Russian universities: involvement in competition, signs of “academic commerce”, commodification of scientific and educational products, bureaucratisation. It is emphasised that, in the context of the structure of university education according to the business process model, students are offered the position of educational services consumer, which is hypocritically decorated as training of “cognitarians” – creative leaders of the “knowledge economy” era, but in fact – narrow specialists with a set of competences that require constant updating.

Conclusion and resume. The study has shown that the problem of higher education crisis is actively discussed by the scientific and pedagogical community in the West and in Russia; the influence of economic and political processes on the traditional foundations of university education is tangibly realised. However, the search for solution to the relevant problems will take place in different directions: the West focuses more on the political leverage of transformation, while the Russian education is aimed at development within its methodological guidelines. The withdrawal from the crisis and overcoming the influence of the educational doctrine of neoliberalism is possible only through the establishment of a new ideology in Russia.

University contribution to the development of the region: ecosystem approach

Problem and purpose. Assessment of the contribution of universities to the socio-economic development of regions, technological and innovative progress of industry are topical issues of the modern agenda for the modernization of higher education in the Russian Federation. The authors propose a methodology for assessing the contribution of universities to regional development from the standpoint of the ecosystem approach, which makes it possible to reconfigure the development programs of the actors of the regional ecosystem «Education – Science – Industry» in order to achieve the tasks of technological progress and socio-economic development of the region.

Research methods. When determining indicators using the ecosystem concept, it was taken into account that the initial components for the work of each actor of the regional ecosystem «Education – Science – Industry» are the results of the activity of one of these components. When using the system theory in determining the groups of indicators, the process, environmental and design components of the regional ecosystem «Education – Science – Industry» were identified.

Results. Eight blocks of subsystems of indicators of the university’s contribution to regional development have been formed: in integration, investment processes and technological development of the region, innovative development of the region, demographic development of the region, labor market of the region, social development of the region, intellectual potential of the region, infrastructure of the region, economy of the region. The indicators of the efficiency (effectiveness) of the university («internal» efficiency of the university) and the indicators of the university’s contribution to the development of the region are distinguished. The indicators are divided into short-term (allowing to evaluate the university’s contribution as the effect of the university’s activities, which manifests itself within 1-2 years) and long-term (allowing to evaluate the university’s contribution as the effect from the university’s activities, which manifests itself in 5-7 years). The indicators are differentiated by groups (priority 1, priority 2, priority 3) taking into account the close relationship between the indicator and the indicator of the university’s contribution to regional development.

In the conclusion, the possibilities of practical use of the methodology for analyzing the performance of the university in the region and adjusting the programs for the development of universities in the regional ecosystem, including when assessing the effectiveness of the implementation of the Priority 2030 program, are shown.

Ecosystem designing for the development of universities in a digital environment

The digitalization of economic relations determines the particular importance of personnel training on a qualitatively new technological basis, which is inextricably linked with the study of the problem of ecosystem designing for the development of universities in a digital environment. The foundations of the systems theory, the theory of education economics, the methods of system analysis, factor analysis, and economic and mathematical modeling were used for studying the problem of ecosystem development for universities.

The conducted studies made it possible to obtain the following main research results: the ecosystem principles for organizing the provision of higher education services, representing the integrity of the university system based on network interactions of a set of various participants, as well as objects, projects, processes, and environments, were proposed. An approach to designing a strategy for the development of universities, based on the scenario forecasting of the receptivity of digital economy competencies by students, teachers, and partners of universities in the medium term, is proposed based on the organigram for the implementation of the project of matrix digital transformation of the adhocratic university hierarchy.

The conclusions stating that the design of the ecosystem of the development of universities should be aimed at the implementation of the social mission of the university in the region and the transformation of the ecosystem of the region as a whole are formulated. As prospects for further research, the study of the prerequisites for generating the effects of designing the development of a university ecosystem based on the network platform interaction of the economic agents of the region/territory, as well as the implementation of digital transformation projects of the university management system, is considered.

A model for the implementation of advanced foreign experience in the management of a pedagogical educational organization

Summarizing the experience of applying educational process management technologies in educational institutions in Finland, Spain, Estonia, and Germany has great potential.

In studying this problem, methods of generalization, synthesis, concretization, and study of scientific literature and the work of scientific conferences on the topic, analysis of many years of management experience were used.

The key achievements of the study are (integrative, problematic) towards exclusive education, predicting the difficulties faced by teachers from different countries, argumentation in favor of developing a democratic and social learning culture, choosing the most effective model for teaching internships using a variable component.

The practices of effective university management deserve special attention: coaching, mentoring, management consulting, secondment, storritelling. The effectiveness of the application of technologies for building the management of educational processes in Finland, Spain, Estonia, and Germany in a university in the Moscow region is proved.

Study of the factors of choosing the university by parents of as an important element of strategic marketing in education

If we consider modern higher education as a service provided by the state, then it is important to know the requirements of a potential consumer. The young people are unable to pay for their education themselves, therefore, it is mostly covered be the parents. Thus, while working out the University advertising marketing campaign one should focus on the requirements of the parents, the expectations and values that determine their choice. The objective of the article is to research the factors that determine the parents choice of the University as a significant element of strategic marketing. It’s necessary to identify the groups of factors that have an effect on such a choice from the parents side as well as to give practical recommendations on making up the advertising and marketing University campaign.

While the research there were determined 3 groups of factors that have an effect on the choice of the University, the socio-psychological outline of the graduates’ parents has also been made up. There have been studied the ideas of the school graduates about different factors influencing the quality of higher education which determine the direction of activeness and information search concerning the educational establishment itself that have much effect on the final applicant’s choice.

Education as a sphere of service should be flexible to complex values criteria, that is determined be the triple nature of the contemporary society containing the traditional values, modernism and post-modernism. The research practical significance is contained in the opportunity of using the suggested recommendations while defining the educational establishment policy corresponding with the potential customers educational service requirements. The material suggested will increase the quality of the educational service under the objective of drawing the applicants to study in the University. The results of the research conducted may be useful both for the specialists of educational sphere, educational management and the wide audience as well.

The basic trends of honors education in universities worldwide

Russian universities start to follow the tradition of creating special educating areas for talented students with high academic achievements, i.e. honors students. However few studies in Russia have examined the phenomenon of honors colleges, as well as the principles of honors education’s theory and the turning points of its history. The aims of the study are to analyze the reasons institutions of higher education worldwide invest significant financial and human resources into the talent development in various honors programs and to assess the perspectives of applying international standards to the development of the elite undergraduate education in Russian universities. The current study uses the methods of qualitative research including phenomenological method to examine the honors college phenomenon, the content analysis of fundamental texts produced in the context of honors education theory and the case study method to describe several outstanding honors programs in American, European and Russian universities. The author focuses her attention on cases of the honors programs in Illinois State University, Windesheim University of Applied Sciences, the University of Tyumen and Siberian Federal University. The case study of SibFU Honors College suggests the growth of popularity and trends for future development of honors education in the Russian Federation.
